February Friday Forum with Representative Chad Ingels

The February Friday Forum featured a discussion with Representative Chad Ingels. He represents the mostly rural northeast half of Black Hawk County, along with parts of Fayette and Buchanan Counties. Before running for the Legislature, he served on his local school board for 20 years. Now in his fifth year in office, he chairs the Administrative Rules Review Committee and serves on the Education, Health and Human Services, Labor and Workforce, and Veterans Affairs Committees.
Rep. Ingels provided an inside look at how the Legislature operates to the 35 investors who attended. Drawing on his experience with education policy, he shared his perspective on the ongoing debate over school funding and recent legislative efforts in that area. He also discussed changes to Iowa’s tax structure and the possibility of property tax reform. As chair of the Administrative Rules Review Committee, he explained how the committee ensures that regulations align with legislative intent.

A significant part of the session was dedicated to questions and discussion. The final question prompted him to explain the caucus process in the Iowa House, offering a firsthand account of how lawmakers deliberate on proposed changes and make decisions.
